ONR is the enforcing authority for legislation that places a duty on specific individuals and/or organisations to notify ONR of incidents that have occurred. This includes relevant incidents associated with ONR’s purposes: nuclear safety, security, Class 7 transport, safeguards, and nuclear site health and safety. These duties, the legislation and ONR’s notification procedures are described in the Process for Incident Notification to ONR.
Note: Individuals and/or organisations are responsible for complying with all their legal duties when notifying incidents to ONR.
The ONR WIReD Dutyholder Portal is the primary method for the submission and access of incident information by our dutyholders.
Submission of an ONR Incident Notification Form (INF1) via the ONR incident account has been retained as a back-up for dutyholders without access to the portal. In this case, completed INF1s should be emailed to:

RIDDOR reportable incidents on a GB nuclear site, a new nuclear build site, an authorised defence site or any other defence nuclear site should be reported to ONR via HSE's online reporting system.
To indicate RIDDOR notifications on nuclear facilities, please include "this incident relates to a nuclear site" within your submission.
The RIDDOR notification process is being revised to enable dutyholders to submit nuclear sites health and safety incidents to ONR directly via the dutyholder portal.

For work taking place on a GB nuclear site, a new nuclear build site, or an authorised site, dutyholders are expected to report or notify the following activities or information:
Notifiable asbestos removal by a licensed asbestos contractor should be reported using the ASB5 online form via the HSE website withing the notifiable period.
Sporadic and low intensity exposure not exceeding the control limit should be notified to ONR via the HSE online notifications form.
In accordance with the requirements of the Construction (Design and Management) Regulations 2015 construction projects that will:

Where limitations apply for provision through this method, the dutyholder should seek alternative agreed arrangements.

Competent persons carrying out statutory examinations have a duty to report certain categories of defect under legislation.
The duty to report a defect is irrespective of whether that defect has been remedied following the examination equally applies to both of the following:
Under LOLER, issues described by the following definition must be reported: "...a defect in the lifting equipment involving an existing or imminent risk of serious personal injury..."
Note: If the lifting equipment has been hired or leased by the employer, the HSE will be the relevant reporting authority rather than ONR and reports should be made to HSE.
Under PSSR, issues described by the following definition must be reported: "...the pressure system or part of the pressure system will give rise to imminent danger unless certain repairs or modifications have been carried out or unless suitable changes to the operating conditions have been made."
PSSR also requires notification of any agreed postponement of an examination planned under a written scheme.
