Investigations and enforcement

ONR operates in full alignment with its statutory obligations, ensuring that processes such as the Victims’ Right to Review (VRR) Scheme are implemented in accordance with the Code for Crown Prosecutors, the Police and Criminal Evidence Act (PACE), and other relevant frameworks. This commitment extends to compliance with the Criminal Procedure and Investigations Act 1996 (CPIA), the Human Rights Act 1998, and the Data Protection Act 2018, amongst others; ensuring fairness, transparency, and accountability in all enforcement and investigatory activities.

The following set of guidance documents provides guidance to ONR inspectors on how to conduct investigations and carry out enforcement activities, in accordance with ONR's Enforcement Management Model (EMM).
