Aim of inspection

The aim of the inspection is to:

  • determine whether the licensee has made adequate arrangements for the safe isolation of electrical supplies to the boiler annexes, pending their demolition.
  • verify that the system of work for carrying out isolations is safe.
  • establish how the information on electrical isolations and diversions is captured and included in the pre-construction information for the demolition PC.

Key findings, inspector's opinions and reasons for judgement made

Dungeness A is carrying out major electrical isolation and de-cabling work to enable the demolition of the boiler annexes. This inspection considered whether the isolation arrangements, systems of work, and pre-construction information (PCI) are adequate to ensure safety and are legally compliant.

The inspection included documentation sampling and a site walkdown. NRS Ltd will be handing over the demolition zone to the Principal Contractor fully isolated from all power sources, with clear, verifiable disconnections supported by accurate records, drawings, and visible air gaps. The systems of work to achieve this are based on ‘defence in depth’ and include:

  1. Identification of all cable crossings into the demolition zone using existing records with ground penetrating radar surveys to validate.
  2. Identification of all individual cables at every crossing point which are tested for dead and then cut to permanently isolate.
  3. Tracing the severed cable to the boundary of the demolition zone, which is then severed again to create an observable and verifiable air gap.
  4. Use of remote hydraulic cutting to protect operators, should a live cable be cut.

Overall, the arrangements as described to us are robust and if the work continues as intended and planned, the risks associated with electrical isolations have been reduced as low as reasonably practicable and the legal requirements have been met. Therefore the inspection is rated GREEN.

Conclusion

From the information shared during this inspection and the samples inspected on site, I am of the opinion that NRS Ltd (Dungeness A) has created a robust set of arrangements to ensure the electrical safety of persons carrying out the boiler annexe de-cabling project. NRS has also demonstrated that it has the necessary resources and competences to conduct the work safely.

Therefore I judge that NRS Ltd has demonstrated that relevant statutory requirements for safe isolations safety have been met and that this inspection justifies a GREEN rating.
