Aim of inspection
The purpose of the LC26 Control and supervision of operations inspection is to gain regulatory confidence that all work is controlled such that risk to workers is minimised. Our inspection will sample work on HPA/MPA, hydraulics, and electrical systems. The intention is to sample ongoing/recent work carried out across 9 Dock and 15 Dock.

Key findings, inspector's opinions and reasons for judgement made
We carried out an inspection of DRDL arrangements related to compliance with LC26 – “Control and Supervision of Operations”. We adopted an evidence-based sampling approach of DRDL processes used to control operations across the site, with a focus on 9 and 15 Dock. We were content that the processes and arrangements sampled appeared to be adequate and fit for purpose. We specifically examined and discussed the processes used to control isolations. These processes were appropriate and fit for purpose, with clear criteria for defining the risks associated with each isolation.
Our overall view of the DRDL work control arrangements is that they appear adequate such that risks to workers are reduced ALARP. We also examined evidence in support of the closure of the fourteen actions of DRDL’s own Prohibition Notice (PN). We were content that the presented evidence demonstrated closure of the fourteen key actions. Based on the evidence sampled, and noting the proactive approach that DRDL were taking to perform an internal audit of compliance with their own work control processes, the inspection was rated as “green” – adequate.
