Follow up inspection relating to the planned improvements associated with ONR L3 Regulatory Issues (RI) 12538 (Management System shortfalls) and RI 12539 (ONR structural integrity shortfalls)

Key findings, inspector's opinions and reasons for judgement made
From a structural integrity and quality management perspective and based on the areas sampled, I (Supply Chain and Quality Specialist Inspector and Structural Integrity Inspector) am satisfied that Sellafield Ltd. and Stainless Metalcraft (SMC) have made sufficient improvements against the Licence Condition (LC) LC6, LC17 and LC19 shortfalls identified during the initial inspection (IR-53444).
Some minor findings were identified during this follow-up inspection (IR-54142). Where appropriate, actions have been raised and will be followed at future routine ONR and Sellafield Ltd. (Manufactured Products Organisation) engagements on the resolution.
I am satisfied that Sellafield Ltd. and SMC have made adequate progress and/or adequately addressed all the findings raised in Regulatory Issue RI-12538 and RI 12539, and therefore the issues have been closed.
Conclusion
These are recorded separately in relation to the following areas:
- a. Licence Condition 19; and,
- b. Licence Condition LC17 and LC6
Licence Condition 19. I (Structural Integrity Inspector) am satisfied that Sellafield Ltd. and SMC have made sufficient improvements against the LC19 shortfalls identified during the initial inspection (IR-53444) and therefore I have closed regulatory issue RI-12539.
Overall, based on the areas sampled, I judge the arrangements for LC19 - Construction or installation of new plant, to be adequate from a structural integrity perspective. In accordance with ONR guidance on the application of inspection ratings, I judge a GREEN rating is appropriate for this inspection from a structural integrity perspective.
Overall, based on the areas sampled, I (Supply Chain and Quality Specialist Inspector) am satisfied that Sellafield Ltd. and SMC have made sufficient improvements against the LC6 and LC17 shortfalls identified during the initial inspection (IR-53444) and therefore I have closed regulatory issue RI-12538.
In accordance with ONR guidance on the application of inspection ratings, I judge that an inspection rating of GREEN is appropriate.
