Aim of inspection

The aim of this inspection is to gain assurance that Spent Fuel Services (SFS) is compliant with Licence Condition (LC) 10 (Training).

Key findings, inspector's opinions and reasons for judgement made

I, the Site Inspector for the Spent Fuel Services Operating Unit at the Sellafield Site in Cumbria, supported by a Human Factors (HF) Inspector undertook a Licence Condition 10 (Training) compliance inspection at Spent Fuel Services. The inspection sampled how the SFS OU applies the Analysis, Design, Development, Implementation and Evaluation model of the Systematic Approach to Training, the training governance arrangements, the status of SFS training (including waivers), training assurance and discussion with facility operators and a mechanical fitter.

I am of the opinion that Spent Fuel Services has implemented the arrangements made by Sellafield Ltd under the requirements of Licence Condition 10 and is compliant with this condition. There were no significant shortfalls identified during the course of this inspection, however, I have provided advice to Sellafield Ltd in relation to retaining adequate records, in relation to training, as it implements its learning management system. I also advised Spent Fuel Services that it should ensure suitable training evaluations are undertaken to ensure training is adequate or to identify improvements.

Conclusion

Based on the sample of the key documents and activities undertaken under the requirements of LC10, I am satisfied that SFS has implemented the Sellafield Site's arrangements made under LC10, has demonstrated it meets the requirements of LC10, and therefore I assign a green inspection rating.
