Aim of inspection
The aim of this inspection was to examine whether organisational capability risks are adequately managed and whether management of change for deconstruction organisation is adequately considered.
LC36(1) requires the licensee to ‘provide and maintain adequate human resources to ensure the safe operation of the licensed site’. LC36(2) requires the licensee to 'make and implement adequate arrangements to control any change to its organisational structure or resources which may affect safety'.

Key findings, inspector's opinions and reasons for judgement made
We focused on the implementation of fleetwide improvements, update of Hinkley Point B's (HPB) nuclear baseline, its justification, management of organisational vulnerabilities and risks, nuclear baseline roles, ongoing management of organisational change, and resource planning.
We found that that:
HPB is adequately implementing fleetwide improvements and sustaining a realistic nuclear baseline.
HPB adequately justifies its nuclear baseline and manages organisational vulnerabilities and risks using the Organisational Capability Risk Assessment tool.
There is a good understanding of baseline posts and roles.
Actions are in place to improve the training compliance.
HPB management of change proposals for the deconstruction organisation are adequate. Their implementation is supported by a sound action tracking tool.
Preparation for the site transition towards deconstruction organisation and future site licence transfer is supported by positive engagement.
There is a good level of ownership of organisational capability by the departmental managers.
Additionally, we identified several areas at a lower level that could benefit from further improvement, and these have been communicated to the licensee.
Conclusion
Based on the judgments described above, we rated Licence Condition 36 – Organisational Capability as GREEN.
