Key findings, inspector's opinions and reasons for judgement made
I carried out an LC11 inspection at the NRS Ltd Dungeness site of Exercise Alpha on the 10 June 2025. ONR safety inspectors lead the exercise evaluation, supported by the NRS Ltd internal regulator who conducted their evaluation concurrently. The scenario included a spread of contamination outside of a controlled area and a medical first aid event. The level of challenge posed by the test was appropriate for this site’s risk profile. The end-of-exercise feedback session provided areas of learning and good practice observed during the exercise.
Conclusion
In my opinion, the Licensee's arrangements for compliance with LC11 are adequate and appropriate for the low off-site risk profile for the site. The conduct of the exercise met the expectations of ONR guidance for LC 11 in that the licensee team demonstrated that they would cope with a real emergency should one arise. I concluded that this inspection identified no significant matters requiring further action and rated it ‘Green’.
