Hartlepool Incident Notification Forms

Hartlepool Incident Notification Forms

  • Date released: 1 September 2026
  • Request number: FOI202608034
  • Release of information under: FOIA

Information requested

Via your response to my FOI re; Hartlepool, your ref: FOI202606012, you included a redacted list of 36 INF1 notifications.

Please will you tell me what "initial estimate of significance" each incident was, what their provisional INES ratings were and which "Section 3 – ONR Incident Category" they were.

If you are unable to release them per incident, please provide a whole list-level summary of what incident types they were. For example, if there were 2 INES 1 incidents and 34 INES 2 incidents, and 30 involving nuclear safety, while 6 involved nuclear security.

Our response

We confirm that under s.1 of the FOIA, we hold the information you have requested. Please find the requested information attached.

Please note that three of the Incident Notification Forms do not have initial estimates of significance or provisional International Nuclear and Radiological Event Scale (INES) ratings – these are provided by dutyholders, however in these cases they were not provided.

INF-5735 and INF-5702 are Reporting of Injuries, Diseases and Dangerous Occurrence Regulations 2013 (RIDDOR) events for which this data is not provided (INES is not applicable and we handle RIDDOR events differently to other reportable events).

INF-5670 is a Transport Event. As transport covers many very small dutyholders our Transport colleagues often have to infer the INES and initial significance from information provided as these small dutyholders may have limited familiarity with INES reporting requirements. Although EDF should have provided this information, the Inspector who completed part B has judged the initial INES to be zero and assigned an initial governance category of '4 - Minor shortfall – No Further Action / Trend', which is the lowest level.
