The Office for Nuclear Regulation (ONR) has served an improvement notice on Dalkia Facilities Ltd following a fall from height incident at Torness Nuclear Power Station.
The health and safety incident occurred on 12 May 2026 when an electrician employed by Dalkia Facilities Ltd – a technical facilities management and energy services provider – fell from portable steps while replacing a light fitting.
The worker sustained serious leg injuries following the fall in the Essential Supplies Building at the East Lothian site in Scotland.
There was no risk to nuclear safety, the public or the environment.
ONR’s wider enquiries identified that Dalkia Facilities Ltd had not made appropriate arrangements to ensure that work at height was properly planned and supervised to protect the safety of its workers.
ONR has taken enforcement action against Dalkia Facilities Ltd under the Work at Height Regulations 2005: Regulation 4(1).
Gary Cook, ONR's Joint Head of Safety Regulation for the Operating Reactors Sub-directorate, said: “The notice requires Dalkia Facilities Ltd to have suitable arrangements to ensure work at height is properly planned, appropriately supervised and the right equipment is used to ensure worker safety.
“We will engage with the company during the period of the improvement notice to ensure compliance."
Dalkia Facilities Ltd is required to comply with the notice by 27 October.
