The Office for Nuclear Regulation (ONR) has extended two improvement notices on contractors Bouygues Travaux Publics SAS and Laing O'Rourke Delivery Limited, operating as partners in the BYLOR joint venture, following an incident at the Hinkley Point C construction site.
The notices were served in June 2026 after a formwork panel fell approximately 29 metres which left a worker with serious injuries at the site in Somerset.
The incident was reportable under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) 2013.
There was no risk to nuclear safety, the public or the environment.
ONR enquiries established that BYLOR JV, in its role as contractor, failed to ensure that construction work was planned, managed and monitored so that, so far as reasonably practicable, it was carried out without risks to health and safety.
Both notices were issued under Regulation 15(2) of the Construction (Design and Management) Regulations 2015.
ONR recognises that progress towards meeting the requirements of the notices has been made so an extension has been granted to allow BYLOR JV more time to demonstrate full compliance.
BYLOR JV have until 14 September 2026 to comply with the notices.
