Key findings, inspector's opinions and reasons for judgement made
This was a thematic inspection on the FY 26/27 inspection plan, focussing on Trilogy Logistics Limited’s (Trilogy Logistics) supply chain arrangements.
I identified one non-compliance with ADR 1.7.3., relating to the adequacy of Trilogy Logistics’ management system arrangements, including the absence of documented evidence of its assurance activities, of written arrangements for contracting carriers other than GE Healthcare Limited (GE Healthcare) and of formal training records.
I also provided regulatory advice:
- relating to obtaining evidence from consignors prior to carriage to demonstrate contamination levels do not exceed those defined in ADR 2.2.7.1.2,
- on the adequacy of, and the graded approach for, management systems for the safe transport of radioactive material, specifically paragraph 5.48 of, and the Appendix and Annexes to IAEA TS-G-1.4, as contractual arrangements between Trilogy Logistics and other companies it subcontracts to/for on a less frequent basis were not available at the time of the inspection, and
- on the DGSA Annual Report as the 2026 report did not cover all aspects of ADR 1.8.3.3, specifically signposting to ONR’s guide TD-TCA-GD-001.
The purpose of the inspection was to review compliance of Trilogy Logistics’ arrangements for the transport of class 7 dangerous goods by road, specifically the contracting of transport related services.
Conclusion
The inspection findings were presented to Trilogy Logistics at the close of the inspection.
I judged an overall inspection rating of ‘GREEN’ was appropriate for this inspection, with only minor shortfalls identified, when compared with appropriate benchmarks.
However, due to one non-compliance relating to management system arrangements, ‘Management Systems’, was rated as ‘AMBER’ requiring improvement. A Level 4 Regulatory Issue will be raised to track this improvement to completion.
I also provided advice to Trilogy Logistics on three areas of its arrangements for the carriage of Class 7 Dangerous goods.
