Key findings, inspector's opinions and reasons for judgement made

I completed an inspection of the implementation of Nuclear Restoration Services Dounreay’s (NRSD) Asset Management arrangements. It included separate engagements with the Asset Management Team and facilities D1200, D1204 and D1209 which are part of the Fuel Cycle Area. The inspection was framed in the context that NRSD are midway through implementing their arrangements, so I was not expecting complete implementation.

NRSD demonstrated that they are making progress with their implementation of Asset Management and are going in the right direction to bring it into business as usual in the future.

I observed good behaviours and a positive attitude towards Asset Management from the Asset Management Team and the facilities that I sampled. NRSD demonstrated that they are adapting training and processes based on feedback from the facilities which I noted as good practice. I observed good practice in risk prioritisation within the facilities, with the priority work aligned with Pre-Screening Assessments and Asset Management Plans.

I gave advice related to addressing resource issues, document control and identification of individuals for training.

Based on my sample and appreciating that NRSD are midway through their journey to implement AM, I recognise that they are heading in the right direction and rate this inspection GREEN. It is my intention to return for a follow-up inspection once AM rollout is complete across the facilities and AM is business as usual in approximately two to three years.

Conclusion

Based on my sample and appreciating that NRSD are midway through their journey to implement AM, I recognise that further work is required to fully implement the procedures but they are heading in the right direction. From the discussions with and walkdowns of the sampled facilities it is clear that they have a good understanding of their assets, risks and how they should be prioritised.

Therefore, I rate this inspection GREEN. It is my intention to return for a follow-up inspection once AM rollout is complete across the facilities and AM is business as usual in approximately two to three years.
