Key findings, inspector's opinions and reasons for judgement made
Through discussion and provision of documentary evidence EDF Nuclear Generation Limited (EDF NGL) adequately demonstrated that they have taken appropriate steps to appoint a principal contractor for the new administration building project. However, in appointing themselves as Principal Designer EDF NGL were unable to demonstrate that they had taken the same approach to appointing the Principal Contractor. A regulatory issue has been raised to track this shortfall.
EDF NGL demonstrated adequate arrangements for compliance with the fire safety requirements of the Construction (Design and Management) Regulations 2015 and the Regulatory Reform (Fire Safety) Order 2005 (FSO) given the current stage of development of the project.
Conclusion
Overall, based on the evidence sampled, I judge that a rating of green is merited for compliance with the Construction (Design and Management) Regulations 2015 and green for compliance with the Regulatory Reform (Fire Safety) Order 2005.
