Aim of inspection
The aim of the inspection is to confirm the information provided by Topspeed Couriers Limited under the Ionising Radiations Regulations 2017 (IRR17) Regulation 7 for consent for the practice of transport of High Activity Sealed Sources (HASS) is accurate prior to the first HASS transport commencing. In addition, the inspection will review compliance of Topspeed Couriers Limited arrangements for class 7 radioactive material for road transport, specifically covering carrier duties.

Key findings, inspector's opinions and reasons for judgement made
This inspection was undertaken as a condition of granting Consent to Topspeed Couriers Limited under IRR17 Regulation 7(1)(g) for a practice involving High-Activity Sealed Sources (HASS) (in this case, the carriage of HASS). The inspector assessed Topspeed Couriers Limited’s compliance with the requirements to implement this practice. In addition, the inspector sampled a number of Topspeed Couriers Limited’s procedures and arrangements relating to transport of radioactive material to determine compliance with CDG09.
Topspeed Couriers Limited was found to be compliant with the information provided in its Consent application, and no non-compliances were identified.
Conclusion
The inspection findings (in the form of Regulatory Advice) were presented to Topspeed Couriers Limited at the close of the inspection.
No significant shortfalls were identified in the delivery of transport functions, and relevant legal duties were complied with, however, informal advice (presented as Regulatory Advice) was provided on five specific detailed aspects of Topspeed Couriers Limited's arrangements. The Regulatory Advice identified relate primarily to improvements in documentation and enhancement of existing arrangements.
I judged that an overall inspection rating of Green was appropriate.
