Aim of inspection
The aim of this inspection was for ONR to gain confidence in the processes, arrangements and governance associated with Counterfeit, Fraudulent, and Suspect Items (CFSI) at the Hinkley Point C (HPC) Site.

Key findings, inspector's opinions and reasons for judgement made
An ONR team comprising Quality and Leadership and Management for Safety inspectors carried out the inspection at the Hinkley Point C (HPC) site on 14 and 15 July 2026. The inspection sampled the status and application of key management system arrangements supplied in advance of and during the inspection, in addition to discussions with staff from NNB GenCo (HPC) and its on-site contractors. Through the sample, it was determined that:
- The NNB GenCo (HPC) Counterfeit, Fraudulent, and Suspect Items (CFSI) strategy and approach has continued to develop to reflect the evolving focus of the project i.e. the move from manufacturing to installation and commissioning.
- The various CFSI related processes and arrangements are being maintained and applied in a systematic way.
- The governance and decision making associated with CFSI is documented and being applied in a consistent manner.
- The consistency of NNB GenCo (HPC) and design, manufacture, installation and commissioning (DMIC) contractor approaches to CFSI appears to be broadly consistent, with evidence of shared learning.
- The cascade of general and targeted CFSI training was demonstrated but the knowledge of the workforce on-site was variable.
The inspection determined NNB GenCo (HPC) and its on-site contractors have processes, arrangements and governance in place to manage CFSI. Areas of good practice were evident during the inspection e.g. the use of including the use of Positive Material identification, but some areas for improvement exist, which NNB GenCo (HPC) and/or its contractors committed to address.
Conclusion
Based on the evidence sampled, NNB GenCo (HPC) and its contractors have continued to develop and implement adequate processes, arrangements and governance for the identification and management of CFSI at the HPC Site. Therefore, NNB GenCo (HPC) have generally met Relevant Good Practice (RGP) when compared with appropriate benchmarks, and a GREEN rating is assigned in accordance with ONR's General Inspection Guide (onr-insp-gd-064).
Areas of good practice were observed but areas for improvement were noted in relation to the understanding of CFSI across the HPC site. These matters will be addressed as part of an existing Level 3 Regulatory Issue relating to CFSI, so no new issues will be raised as a result of this inspection.
