Aim of inspection
The aim of this inspection was for ONR to gain confidence in the processes and arrangements for the identification, tracking and implementation of design changes during installation and commissioning.

Key findings, inspector's opinions and reasons for judgement made
An ONR team comprising Quality and Operational inspectors carried out the inspection in person at the NNB GenCo (HPC) offices on 24 and 25 June 2026. The inspection sampled the status and application of key management system arrangements supplied by NNB GenCo (HPC) in advance of and during the inspection, in addition to discussions with members of NNB GenCo (HPC) staff. Through the sample, it was determined that:
- The identification and implementation of design changes is occurring in a controlled and timely manner.
- Arrangements exist within the management system for the activities sampled.
- Robust and documented governance processes are in place for key decisions and the mitigation of risks.
- Sufficient capacity and capability exist, and this is being applied in a risk informed manner.
- Effective communications with key stakeholders are occurring and where relevant are documented.
- Mechanisms are in place to ensure arrangements and resources are scalable.
The inspection found areas of good practice and some minor areas for improvement, which NNB GenCo (HPC) will address as part of normal business.
Conclusion
Based on the evidence sampled, NNB GenCo (HPC) have demonstrated arrangements are established in their management system for the control of design changes during installation and commissioning. Therefore, NNB GenCo (HPC) have generally met Relevant Good Practice (RGP) when compared with appropriate benchmarks, and a GREEN rating is assigned in accordance with ONR's General Inspection Guide (onr-insp-gd-064).
The minor areas for improvement related to Commissioning Open Points and the associated governance. The resolution of these matters is intended to enhance the processes and arrangements rather than being the result of significant shortfalls in the current approach. Hence, a Level 4 Regulatory Issue is not warranted.
