Aim of inspection
EDF Energy NGL's arrangements for Site Licence Condition 11 requires an annual demonstration of site's emergency arrangements through a Level 1 exercise.
The aim of the inspection was for the Office for Nuclear Regulation (ONR) to evaluate the emergency exercise and judge the adequacy of the Torness emergency response arrangements in responding to any incident.

Key findings, inspector's opinions and reasons for judgement made
The inspection focused on the people, processes and practical response arrangements that Torness has in place to comply with its LC11 arrangements. The inspection found that Torness had adequately made and implemented these arrangements.
Conclusion
ONR concluded that the exercise scenario was realistic and sufficiently challenging and provided suitable scope to sample implementation of Torness’s LC11 emergency arrangements.
Based on the evidence observed during the exercise, ONR judged that Torness adequately implemented its emergency response arrangements in the sampled areas of command and control, muster, casualty handling, management of plant nuclear safety issues, and recovery actions associated with deployment of back-up equipment.
Although opportunities for improvement were identified, these did not materially undermine the adequacy of the emergency response demonstrated and did not warrant formal regulatory action. An inspection rating of Green was therefore considered appropriate for LC11.
