Aim of inspection
This inspection will check compliance of training and competence at Springfields Fuels Limited (SFL). It will cover all five ONR Purposes, and will therefore take into account the approach for developing and maintaining adequate competence and capability for Nuclear Safety, Security, Safeguards, Nuclear Site Health and Safety, and Transport.

Key findings, inspector's opinions and reasons for judgement made
This was a planned inspection of SFL’s competence arrangements, in particular for Licence Condition 10. It considered compliance of all five of ONR’s Purposes: Nuclear Safety, Nuclear Site Health and Safety, Security, Safeguards, and Transport; with SFL able to demonstrate compliance with other legislation where appropriate.
SFL illustrated how their approach to competence aligns with an overarching Westinghouse Level 2 Procedure (W2-2.5-101 Systematic Approach to Training.). However, evidence was not provided to demonstrate that this was robustly applied at SFL. As a result, I identified a number of shortfalls against RGP (NS-TAST-GD-027 – Training and Assuring Personnel Competence), resulting in an AMBER inspection rating.
In order to seek improvement, I have noted three observations, and raised a Level 3 Regulatory Issue (RI-13003). The Regulatory Issue focuses on SFL developing a clear, credible, and proportionate plan for aligning training and competence to their LC10 arrangements, followed by the implementation of the plan.
Conclusion
Based on the evidence provided by SFL and the summary I have provided above, I rate the inspection AMBER, and open a Regulatory Issue to seek and monitor improvement (RI-13003).
