Aim of inspection
This is a compliance inspection in relation to Licence Condition 36. The purpose of this inspection is for Nuclear Waste Services Limited (NWS) to provide assurances that the organisational changes from the merger of Radioactive Waste Management Limited (RWM) and Low Level Waste Repository Limited (LLWR) (to form NWS as a Single Legal Entity in April 2024) have been adequately implemented, with compliance against LC36 maintained.

Key findings, inspector's opinions and reasons for judgement made
This was a planned Licence Condition (LC) 36 compliance inspection. The inspection targeted NWS arrangements and implementation relating to Management of Change, with a focus on the close-out of actions linked to the formation of NWS, and also the recent (2025) Mutually Agreed Voluntary Exit (MAVE) scheme. I identified one minor shortfall against relevant good practice (RGP). This related to the timing of provision of the MOC to ONR, which in this case, gave limited opportunity for regulatory input. I also provided further advice to NWS to support ongoing compliance with LC36.
Conclusion
Based on the evidence provided by NWS, I judge there to be one minor shortfall in relation Relevant Good Practice (OBSERVATION 1) in relation to the Autumn 2025 MAVE process. I therefore rate the inspection GREEN. During the inspection the discussions touched on future steps / future intent. I have provided four points of advice in relation to these discussions.
