Aim of inspection

The aim of this inspection is to gain assurance in the implementation of the arrangements for installing, care and maintenance of the emergency diesel generators (EDG). This inspection has been selected due to the nuclear safety significance of the emergency electrical distribution system and the Regulatory Issue (RI-12641) raised during the EDG and ultimate diesel generator (UDG) factory acceptant testing (FAT).

Key findings, inspector's opinions and reasons for judgement made

This Licence Condition 19 (LC19) inspection focused on implementation of the arrangements developed for the installation, care and maintenance of the emergency diesel generators (EDGs) and its associated systems at Hinkley Point C (HPC). During the inspection the following processes and arrangements were sampled:

  • Management of deviations
  • Maintenance routines for the EDGs
  • Foreign material exclusion
  • Installation records
  • Training records

The implementation of the arrangements was demonstrated during discussions with licensee and contractor staff and through a sample review of installation, care and maintenance records, supplemented by a plant walkdown. ONR was satisfied with the demonstration of the arrangements for the areas sampled, such as the EDG system asset care and maintenance procedures and records, and the inspection and test plan records for the EDG and its supporting systems. The inspection found areas of good practice such as procedures for foreign material exclusion, and availability of records for each of the areas sampled with the required information and appropriate signoff. The inspection also identified minor shortfalls that NNB GenCo and Equans undertook to address, for example to consider the implementation of a proportionate methodology to mitigate the occurrence of blank boxes when completing records. However, no significant matters were identified that required additional regulatory attention.

Licence Condition 19: Construction or Installation of New Plant – ‘Green’ (no formal action)

ONR considered that Nuclear New Build Generation Company Limited (NNB GenCo) demonstrated adequacy of arrangements, and their implementation, with regard to the installation, care and maintenance of the emergency diesel generators in compliance with LC19(1), therefore a GREEN rating was assigned to this inspection.
