Aim of inspection

ONR Licence Condition 28 (LC28) requires the licensee to make and implement adequate arrangements for the regular and systematic examination, inspection, maintenance and testing of all plant which may affect safety. For any plant or process that is shut down for the purpose of enabling these activities, LC30 requires ONR to provide consent before said plant or process is started up again.

The aims of this inspection were:

  • To provide regulatory confidence in the implementation of Torness's Outage Intentions Document in relation to structural integrity LC28 compliance.
  • To provide evidence to inform ONR's decision relating to the issue of a Licence Instrument for a Consent for return to service (RTS) at Torness on completion of the work undertaken during the outage.

A specialist assessment of the safety case for return to service will also be conducted and inform the overall recommendation to the Project Assessment Report (PAR).

Key findings, inspector's opinions and reasons for judgement made

This inspection sampled Torness R2 LC28 structural integrity arrangements during the 2026 statutory outage, with a focus on Pressure Systems Safety Regulations (PSSR), corrosion management, pipework, reactor internals, Flow Accelerated Corrosion (FAC), and restraints and hangers. A number of findings were identified through the outage inspection programme; however, these were appropriately categorised, assessed via the Outage Assessment Panel, and managed in accordance with site arrangements.

I was able to obtain sufficient evidence to demonstrate compliance with LC28 and PSSR arrangements from a structural integrity perspective during the time of the inspection.

Conclusion

I judged the site demonstrated compliance with LC28 during the activities sampled during our site visit, I have therefore rated the inspection green.

I judge TOR R2 has therefore appropriately fulfilled the requirements of LC 28 and consider no matters were identified that would challenge RTS.
