Aim of inspection
The purpose of this inspection is to assess AWE’s LC21 compliance in commissioning of plant which may affect safety at project Mensa.
The inspection will consider:
- The adequacy of AWE's arrangements for inactive commissioning of new plant
- The adequacy of AWE's implementation of these arrangements

This inspection judged the adequacy of AWE plc’s Licence Condition 21 arrangements and their implementation for commissioning of plant which may affect safety at *F20.
Against ONR’s Technical Inspection Guides for Licence Conditions 21 (NS-INSP-GD-021), we sampled:
The adequacy of AWE's arrangements for inactive commissioning of new plant
The adequacy of AWE's implementation of these arrangements
AWE provided its arrangements for the planning and control of work in advance of the inspection. Using these we discussed the practical implementation of the arrangements at the *F20 with AWE staff. We found that within the areas sampled:
- AWE demonstrated that it has implemented adequate arrangements for planning and documenting safety aspects of plant commissioning,
- AWE has implemented adequate arrangements for identifying and appointing suitably qualified person or persons for, controlling, witnessing, recording, and assessing the results of commissioning tests.
- AWE is keeping adequate records of commissioning tests and operations.
As such, against ONR’s General Inspection Guide (ONR-INSP-GD-064), we rated LC 21 - Green.
Conclusion
We judged that the inspection scope was fully achieved and that AWE demonstrated adequate arrangements and implementation for the control of safety aspects of inactive commissioning activities in *F20.
Therefore, the inspection rating (LC21) was green.
