Aim of inspection
The aim of the inspection was to sample whether suitable and sufficient persons are appointed to control and supervise operations which may affect safety, and the demonstration of SQEP capability of team leaders/supervisors.

Key findings, inspector's opinions and reasons for judgement made
ONR carried out a compliance inspection of Licence Condition 10 (Training), 12 (Duly authorised and other suitably qualified and experienced persons), and 26 (Control and supervision of operations).
The inspection focused on how the dutyholder ensures that staff who control and supervise operations have clearly defined roles and responsibilities and that they have the appropriate training and experience. This was done by observation of decision-making meetings and committees; interviews with relevant station staff; reviews of role and post profiles and the associated mentor guides. The sample covered staff and documentation within the operations, performance improvement, maintenance, and projects departments.
Our regulatory judgement was made against the following ONR guidance; NS-INSP-GD-010; NS-INSP-GD-012; NS-INSP-GD-026; and ONR-INSP-GD-064.
Conclusion
For Licence Condition 26, the dutyholder was able to demonstrate adequate compliance with their arrangements. Based on this we judged that a GREEN inspection rating is appropriate.
For Licence Condition 10 and 12, the dutyholder was not able to demonstrate compliance with their administrative arrangements. Based on this we judged that an AMBER inspection rating is appropriate. To bring the dutyholder back into compliance, we have raised a Level 3 regulatory issue.
