Aim of inspection
This inspection was a targeted unannounced out of hours inspection at Hinkley Point C (HPC) to provide assurance that the HPC site is being operated safely in compliance with site licence conditions and all other legal duties. A particular focus was on adequacy of life fire safety measures, including emergency lighting, signage, general control of work areas and adequacy of emergency egress routes.

Key findings, inspector's opinions and reasons for judgement made
This was an out of hours inspection undertaken by conducting physical walkdowns in the Unit 1 Turbine Hall Building (HM1), Gallery 9HGM and Emergency Diesel Generator Building (HDAB) that also included a walkthrough of the general site area areas on the HPC construction site. From the areas that were inspected during this inspection we are satisfied that NNB Generation Company (HPC) Ltd (NNB GenCo) and contractors in those work areas are managing life fire safety risks in line with relevant legislation. A number of observations were raised and a number of good practices were identified.
Conclusion
Overall, based on the observational evidence during the inspection the overall standard of fire safety management was found to be adequate. Personnel who accompanied us on the walkdown and who were interviewed on site were knowledgeable in relation to life fire safety arrangements and reacted promptly to observations raised during the inspection. On the basis of the standards observed, prompt response to observations raised and evidence of good practice in a number of areas, the inspection has been rated GREEN, which reflects the effective controls identified.
