The aim of this rated LC11 intervention is to ensure that DNB is managing its emergency preparedness effectively.

Key findings, inspector's opinions and reasons for judgement made
Licence condition 11 requires that the licensee shall “shall make and implement adequate arrangements for dealing with any accident or emergency arising on the site and their effects.”
From the evidence sampled I noted that:
- Dungeness B is appropriately managing it emergency arrangements with sufficient trained personnel available to cover emergency scheme roles.
- Emergency equipment and facilities are being appropriately checked and maintained. ONR did identify some relatively minor areas for improvement in this area which the duty holder has committed to address.
- Dungeness B is improving the sustainability and management of the emergency arrangements by distributing responsibilities for various aspects across different functions and departments across the station.
Conclusion
I judge that Dungeness B was able to demonstrate that overall, it was adequately implementing its Licence condition 11 arrangements in relation to managing its emergency arrangements and hence consider that a Green rating (no formal is required) is appropriate. I have however raised a new level 4 (lowest level) regulatory issue to provide regulatory oversight of Dungeness B’s implementation of its revised strategy to further improve the management of the emergency arrangements.
