Key findings, inspector's opinions and reasons for judgement made
This inspection considered the safety structures, systems and components associated with the provision of Emergency Generation (Diesel Generators and associated support systems). The inspection included discussions and presentations by the dutyholder (Torness) and a site visit.
During the inspection, we identified several areas of good practice as well as advice and guidance to the dutyholder.
Our inspection found that in relation to the sample undertaken, the dutyholder is adequately managing the reliability and availability of the emergency diesel generators. In addition, we found that the dutyholder is engaging with suitably qualified and experienced personnel in order to derive and implement its arrangements, and based on our sample, has appropriate arrangements to plan, manage and monitor emergency diesel generator related systems, structures and components.
Based on our sample, we rated this LC28 inspection GREEN, as relevant good practice was generally met.
Conclusion
The inspection aim was to judge the adequacy of the implementation of LC28 arrangements in terms of the Emergency Diesel Generators and LC10 and LC25 were not considered in detail to make a formal rating.
Overall, the inspection was positive with no significant issues identified. I found the individuals I consulted with to be very knowledgeable and clear of expectations for effectively managing the reliability and availability of its Emergency Diesel Generators. Based on my sample, I found that the dutyholder complies with its own arrangements of Emergency Diesel Generator operations/activities, with only minor pieces of regulatory advice given.
As a result of the above, I have rated this LC28 arrangements inspection GREEN, as relevant good practice was generally met.
