Aim of inspection

The aim of this inspection is to determine compliance with the Ionising Radiations Regulations 2017 in relation to the practice of Industrial Radiography.

The focus of this inspection relates to EDF Energy Nuclear Generation Limited's submission to ONR of its safety assessment in support of its Ionising Radiations Regulations 2017 (IRR17) Regulation 7 Consent application for industrial radiography and specifically the implementation of arrangements. Industrial radiography represents a significant risk to health and safety if not appropriately managed.

Key findings, inspector's opinions and reasons for judgement made

We undertook an inspection at Heysham 2 to gain assurance that the dutyholder is compliant with the Ionising Radiations Regulations 2017 (IRR17) in relation to the practice of industrial radiography. The focus of the inspection related to EDF Energy Nuclear Generation Limited's submission to ONR of its safety assessment in support of its IRR17 Regulation 7 Consent application for industrial radiography. The inspection took the form of a review of documentation, technical discussions, observation of an ALARP brief and a plant walkdown to observe the implementation of industrial radiography arrangements.

Conclusion

Overall, we considered that EDF Heysham 2 has adequate arrangements for undertaking industrial radiography in compliance with IRR17 in the areas sampled. We also found that the industrial radiography observed was undertaken in accordance with the dutyholder's arrangements and the safety assessment submitted in support of its IRR17 Regulation 7 Consent application for industrial radiography.
