Aim of inspection
Licence Condition(LC) 28 requires the licensee to make and implement adequate arrangements for the regular and systematic examination, inspection, maintenance and testing of all plant which may affect safety. For any plant or process that is shut down for the purpose of enabling these activities, LC30 requires ONR to provide consent before said plant or process is started up again.
The aims of this inspection were:
- To provide regulatory confidence in the implementation of the Heysham 1 (HYA) Reactor 2 (R2) Outage Intentions Document in relation to electrical engineering.
- To provide evidence to inform the ONR decision relating to the issue of a Licence Instrument for a Consent for return to service of Reactor 2 at Heysham 1 on completion of the work undertaken during the outage.
An additional aim of this inspection was to provide evidence on station’s compliance against the specific topic area of electrical safety and the requirements of the Electricity at Work Regulations 1989 (E@WR)

Key findings, inspector's opinions and reasons for judgement made
This was a mid-outage inspection to gain regulatory confidence in the station’s implementation of their LC28 arrangements to inform a regulatory decision on whether Heysham 1 (HYA1) 1 should return to service after its statutory outage (R2/28).
The intervention focused on progress against the electrical aspects of the stations outage intention document HYA/M/MethodS218. This was achieved through discussions, a sample inspection of completed maintenance documentation and a site walkdown with EDF Energy Nuclear Generation Limited (NGL) station representatives at HYA. I judged this intervention based on the findings of the intervention, the quality of the data I observed and the knowledge and experience of the licensee’s staff.
Conclusion
Based on this inspection, I was satisfied that EDF Energy NGL HYA had adequately implemented their electrical engineering aspects of the LC28 arrangements in accordance with guidance in ONR-INSP-GD-064 , I have rated the inspection with a green inspection rating and from an electrical engineering, no issues were identified that would prevent a consent to restart being issued
