Aim of inspection
The purpose of this Inspection is to sample evidence supporting the compliance of BAE Systems Marine Limited (BAESML) with Licence Condition 11 (LC11) and Radiation Emergency Preparedness and Public Information Regulations 2019 (REPPIR19). This will be a risk informed and targeted inspection following the inspection in February 2024, which was rated amber and a L3 regulatory issue was raised and subsequently closed.

Key findings, inspector's opinions and reasons for judgement made
ONR and DNSR sampled documents requested and presentations by BAES to provide confidence that the emergency arrangements of LC11 at the Barrow site had improved to an adequate standard since the previous inspection.
Overall, I considered the LC11 emergency arrangements and ongoing improvement plan to have been adequately demonstrated.
Conclusion
Based on the areas of focus, I judge that BAES adequately demonstrated its capacity and capability to deliver emergency arrangements, as required in arrangements made under LC11. BAES demonstrated inclusion of relevant good practice, as provided within ONR’s guidance document NS-INSP-GD-011.
In accordance with the inspection rating guidance in ONR Guide ONR-INSP-GD-064, I consider an inspection rating of GREEN is appropriate.
