Aim of inspection

  • To provide regulatory confidence in the implementation of the Hartlepool Unit 1 Statutory Outage Intentions Document in relation to Mechanical Engineering.

  • To provide evidence to inform the ONR decision relating to the issue of a Licence Instrument for a Consent for return to service of Hartlepool Unit 1, on completion of the work.

Key findings, inspector's opinions and reasons for judgement made

The purpose of this intervention was to undertake a Mechanical Engineering Licence Condition (LC) 28 (Examination, Inspection, Maintenance and Testing') compliance inspection during periodic outage R1/114 at EDF Energy Nuclear Generation Ltd’s (NGL’s) Hartlepool (HRA) power station.

 

This intervention is one of a number of LC28 compliance inspections performed by ONR during the periodic shutdown of HRA Reactor 1 (R1). These inspections inform the ONR’s decision on whether to issue a licence instrument granting Consent for the return to service of HRA R1 following its 2025 periodic shutdown, as required by LC30(1).

Conclusion

Based on my sample of evidence and plant walk downs, I do not have any concerns over EDF NGL processes and personnel's ability to adequately meet the Mechanical Engineering LC 28 expectations during the HRA R1 periodic outage.

 

I have allocated an ONR IIS rating of ‘GREEN’ – no formal action and have no objection to HRA R1 returning to service.
