Aim of inspection

All Licensees have a duty to comply with the Ionising Radiations Regulations 2017 (IRR17). The purpose of this inspection is to gain assurance that the arrangements within Cyclife UK Limited  are compliant with the Ionising Radiations Regulations 2017 (IRR17).

Key findings, inspector's opinions and reasons for judgement made

ONR undertook this inspection to examine EDF Cyclife Metal Recovery Facility management and physical arrangements for controlling exposure to ionising radiations during site operations. This was a planned inspection of the Ionising Radiations Regulations 2017 in support of the Office for Nuclear Regulation Decommissioning, Fuel and Waste sub-division strategy for 2025-26. 


The inspection was conducted via discussions with key licensee personnel, the sampling of licensee documentation and a facility walkdown. The conclusion of the inspection was that I am content that EDF Cyclife had taken adequate steps for compliance with the Ionising Radiations Regulations 2017 to reduce doses to site personnel from operations.

Conclusion

I sampled and reviewed the licensee’s arrangements against the IRR17 provisions listed in the aim of inspection, and the implementation of those arrangements at the Cyclife MRF. Based on the evidence sampled at the time of this inspection, it is my judgement that Cyclife is implementing effective arrangements for compliance with the requirements of IRR17. I also highlighted opportunities for the licensee to achieve better alignment with published relevant good practice.


I judge Cyclife's implementation of the sampled IRR17 regulations to reduce doses to the employees in the areas inspected to be adequate and assign a rating of GREEN.
