Aim of inspection
The aim of this intervention is to inspect against compliance with the requirements of the Regulatory Reform (Fire Safety) Order 2005 (RRFSO).
This intervention focuses on matters relating to life fire safety.
The purpose of this intervention is to gain assurance that Sellafield Limited are meeting their responsibilities as the Responsible Person by the legislation referenced above. It is also to gain assurance that this specific facility's fire safety management and system arrangements are adequately implemented, effective and integrated to ensure the required application of the general fire precautions.
Integral to these aims, are to gain a view regarding the sustained compliance following IR 51984 and RI 11118.

Key findings, inspector's opinions and reasons for judgement made
The purpose of this inspection was to sample evidence of compliance with requirements laid by the Regulatory Reform (Fire Safety) Order 2005 and Licence Conditions 28 and 29.
Additionally to confirm sustained compliance following Regulatory Intervention, RI-1118.
The building is a single storey premises, used as the primary data centre, provided with an Uninterrupted Power Supply (UPS) and protected by an automatic fire detection and warning system (FWS) and an automatic fixed inert gas suppression system.
With limited exception, the dutyholder was aware of and remediation was in process of deficiencies observed during this inspection. The dutyholder was able to demonstrate significant learning from experience(LFE) which is already being transposed to other projects (e.g. new CNC building),
I rate this inspection as GREEN: No formal action.
Conclusion
The dutyholder was honest and transparent in recognising the shortfalls of the initial construction project and through the remediation project, known and new shortfalls were identified and actions raised to enable suitable and sufficient remediation.
The dutyholder has identified and planned remediation of all identified significant deficiencies that appear to be legacy issues from the initial construction project. It would therefore be disproportionate to consider formal enforcement at this stage. This allows the dutyholder to fulfil their legislative duties and further demonstrate their abilities, which in turn increases the confidence of the regulator.
It is my opinion this inspection should be rated GREEN: No formal Action
