Aim of inspection
The purpose of the inspection was to review compliance of the duty holder’s arrangements for class 7 radioactive material for road and/or rail transport.

Key findings, inspector's opinions and reasons for judgement made
The inspectors identified a number of examples of the dutyholder meeting relevant good practice in reducing risk to levels that are As Low As Reasonably Practicable (ALARP). This included suitable IRR17 registration, appropriate local rules, training and competence arrangements, and comprehensive arrangements covering the relevant aspects of transport to be compliant with CDG09.
The inspectors identified two areas of non-compliance which were the radiation risk assessment and emergency / contingency plans. These were discussed during the inspection.
Conclusion
The inspection findings were presented to NPL at the close of the inspection.
We judged an overall inspection rating of green was appropriate for this inspection, as relevant good practice was generally met, with only minor shortfalls identified compared with appropriate benchmarks.
NPL is required to provide to ONR evidence that the identified non-compliances have been resolved by 26 September 2025. The non-compliances will be tracked to completion via a Level 4 Regulatory Issue.
