Aim of inspection

The aim of the inspection was to conduct a one-day inspection on instructions to persons on the site and decommissioning at the NRS Ltd Hinkley Point A site on the 24 April 2025.

Key findings, inspector's opinions and reasons for judgement made

I carried out a Licence Condition (LC) 9 and LC 35 compliance inspection at the NRS Ltd Hinkley Point A site. The LC 9 - “instructions to persons on the site” inspection was conducted in order to follow-up on recent LC 9 inspections both at the NRS Ltd Hinkley Point A site and the NRS Ltd Corporate Centre in which improvements were sought. The LC 35 - decommissioning inspection focussed on the impact on decommissioning activities following the recent government spending review and included a walk-down of the active waste vaults with the Site Director and the project team to discuss the decommissioning plan for these.

Conclusion

It is my opinion that the induction training observed, in order to comply with LC 9, was now of a high-standard and aligned to the basic principles of a systematic approach to training. The instructions given to all persons on site are appropriate to the risk profile of the site.

The decommissioning plan was appropriately structured and funded in order to ensure that decommissioning is compliant with LC 35 and the principles that risks to the workforce and public are reduced as soon as reasonably practicable. The waste-vault project was appropriately planned and resourced and was utilising operational experience from previous projects to ensure it would deliver the required risk reduction on site.

I therefore concluded that this inspection identified no further matters that may impact significantly on nuclear safety.
