Aim of inspection

The purpose of this work and change management themed inspection was to gain assurance that work and engineering change management is being managed effectively at Heysham 1.

Key findings, inspector's opinions and reasons for judgement made

This Work and Engineering Change Management Themed inspection at Heysham 1 comprised of discussions with Heysham 1 personnel, sampling of documentation, IT systems, a review of implementation of arrangements and a plant walkdown.

I looked at the arrangements for both engineering change and work management change, categorisation, work deferral, maintenance schedule extensions, management of emergent work, prioritisation and the sites long term strategic plans. I made two observations of good practise, gave four pieces of regulatory advice and raised one minor regulatory issue regarding the back log of engineering work/actions and their longer term review. 

Conclusion

From the areas I sampled and the work that I saw, in my opinion, Heysham 1 are effectively managing changes to work and engineering change effectively in line with LC's 17, 22, 26 and 28. I did raise a regulatory issue to ensure the sites P2 backlog is actioned and a risk review feedback loop put in place so that appropriate mitigations can be put in place as risk changes with time. This will be tracked to completion by the site inspector through regular routine level 4 meetings. I rated this inspection as GREEN (no further action).
