Aim of inspection

Licence Condition (LC) compliance inspections are an essential element of ONR's intervention strategy on any nuclear site and consist of a series of inspections, each of which is intended to establish whether BAESML and it’s supporting services (hereafter referred to as the licensee), have adequate arrangements in place, and are adequately implementing these arrangements, for compliance with a specific LC.

LC26 requires that: ‘The licensee shall ensure that no operations are carried out which may affect safety except under the control and supervision of suitably qualified and experienced persons appointed for that purpose by the licensee’.

The aim of this inspection is to gain assurance that the licensee is adequately implementing its arrangements for compliance with LC26, in relation to control and supervision of operations.

This will be a 1 day inspection onsite at BAESML (Barrow)

Key findings, inspector's opinions and reasons for judgement made

The Office for Nuclear Regulation (ONR) undertook a planned inspection of a range of activities ongoing at BAE Systems Marine Ltd (BAESML Barrow).

The purpose of the inspection was to judge the adequacy of the Duty Holder's compliance with relevant statutory provisions and relevant good practice following topic areas identified as potential 'risk areas' by the nominated site inspector, specifically the control and supervision of operations.

The inspection consisted of Plan of the Day (PLOD) observations and walk down of the Devonshire Dock Complex (DDC), sampled operations consisting of inboard Confined Space activity and removal of Logistic Escape Tower (LET) by crane.

On the whole, good health and safety management was evident in the work activities we witnessed.

Conclusion

At the time of my intervention, and from the information I have sampled, I am content that the licensee has adequate LC26 arrangements in place for control and supervision or operations at BAE Systems Marine Limited Barrow site.

Overall, I consider that, in accordance with ONR guidance on the application of inspection ratings, a GREEN rating is appropriate for this inspection.
