Aim of inspection

Urenco UK (UUK) has applied for a modification to certificate of package design approval (CoA) GB/3570/H(U)-96 (Rev.6) for two underweight Type 48Y cylinders containing uranium hexafluoride (UF6) for transport from NARI, Taiwan to Capenhurst. These cylinders have been in storage for more than 40 years with their loaded contents. We are assessing this application under Permissioning & Approvals: Information: PR-01690 - Power Apps.

The purpose of this inspection is to examine two Type 48Y cylinders already transported from Taiwan to Capenhurst under the extant CoA in late 2024. This is judged a proportionate approach to gaining evidence and assurance through targeted sampling that the storage, handling, inspection and maintenance of all Type 48Y cylinders during their time in Taiwan is compliant with the requirements of the ISO 7195/ANSI N14.1 standards and the package operating and handling instructions, such that it has not adversely affected the material condition of the cylinders.

Key findings, inspector's opinions and reasons for judgement made

We conducted a targeted inspection to support our permissioning of the dutyholder's application for competent authority approval of modification GB/3570/H(U)-96 Modification 2. In the areas covered, we identified a number of examples of the dutyholder meeting relevant good practice in reducing risk to levels that are as low as reasonably practicable, including their arrangements for cylinder inspections on receipt and modifications to package design approvals.

We did not identify any shortfalls and the evidence gained through the inspection will support our ongoing permissioning activity under PR-01690.

Conclusion

The inspectors presented their findings to the dutyholder at the close of the inspection.

We judged an overall inspection rating of GREEN was appropriate for this inspection.
