Aim of inspection

The purpose of this vendor inspection (VI) was to sample the adequacy of Trillium Flow Technologies UK Limited’s arrangements, established in its management system, for the supply of nuclear safety related items or services to the GB nuclear industry.

The Energy Act (2013) establishes ONR as the Enforcing Authority for section 6 of the Health and Safety at Work etc Act 1974 (HSWA74). One of the methods ONR utilises to exercise it Enforcing Authority responsibility is to conduct inspections of companies in the GB nuclear supply chain. These inspections are known as vendor inspections (VIs), and ONR coordinates these via the annual VI programme.

Key findings, inspector's opinions and reasons for judgement made

This inspection focused on Trillium Flow Technologies UK Limited’s capability to supply nuclear safety related items or services to the GB nuclear industry, including the supporting arrangements for associated SCM and procurement activities.

In line with the aim and purpose of the inspection, ONR Inspectors sampled the management system and it's arrangements relating to Trillium Flow Technologies UK Limited’s:

  • sufficient technical and organisational capability to deliver its supplied items or services;
  • effective arrangements to control the risks associated with the supplied items or services; and
  • effective interfaces with their immediate customer and (ultimately) with the Licensee who has specified the required item or service.

The inspection included a review of relevant management system arrangements supplied by Trillium Flow Technologies UK Limited in advance of, and during, the inspection in addition to discussions with members of the Trillium Flow Technologies UK Limited leadership team, support teams and where relevant, customers. The inspection included time at the supplier’s manufacturing facility, where we took the opportunity to sample records and to interact with workers through all levels of the organisation, including those performing safety significant work.

An ONR team comprising specialist inspectors carried out the inspection. The inspection was undertaken in person at Trillium Flow Technologies UK Limited premises in Elland over two days.

No significant matters were identified as requiring additional regulatory attention. The Trillium Flow Technologies UK Limited team provided an adequate explanation of the arrangements and were able to demonstrate the adequate implementation of them, evidenced by records and documented information where requested. I provided regulatory advice relating to a minor Foreign Material Exclusion concern in the welding workshop.

I concluded that Trillium Flow Technologies UK Limited had adequate arrangements for the supply of nuclear safety related items and services to the GB industry.

Conclusion

Based on my sampling undertaken during this intervention, I consider that Trillium Flow Technologies UK Limited has demonstrated it has implemented adequate arrangements for the supply of nuclear safety related items and services to the GB industry, and complied with its duties under the Health & Safety at Work Act, Section 6 (General duties of manufacturers). Noting the ONR guidance on inspection ratings, it is my opinion that an inspection rating of GREEN is merited here.
