Executive summary

Purpose of Intervention

The purpose of this inspection was to confirm compliance with various Licence Conditions at the Berkeley licensed nuclear site during the Covid-19 pandemic and was undertaken as part of the 2020/21 intervention plan.

Interventions Carried Out by ONR

The inspection targeted return to work arrangements as a result of Covid-19.

I carried out planned inspections of the following:

  • Licence Condition 19 – Construction or installation of new plant
  • Licence Condition 20 – Modification to design of plant under construction
  • Licence Condition 21 – Commissioning
  • Licence Condition 22 – Modification or experiment on existing plant

Key Findings, Inspector's Opinions and Reasons for Judgements Made

I examined the arrangements put in place by Magnox Ltd at Berkeley to establish whether they were compliant with the licence conditions.

I undertook plant walk-downs of designated radiological and non – radiological areas of the site to inspect the implementation of arrangements at the workplace and gathered information through documentation and speaking with site personnel.  No significant matters were identified.

I provided feedback to the site on the findings of the inspections at a close-out meeting with management representatives in attendance.

Conclusion of Intervention

In my opinion, the licensee is complying with the requirements of LC 19, 20, 21, 22 at Berkeley.
