Information requested
Could you please provide any held annual or quarterly aggregate statistics from 2021 to the latest available period on Civil Nuclear Security and Safeguards, site-access approval, or security-plan-related personnel-access processing times, backlogs, or recorded delays affecting licensed nuclear sites or dutyholders.
I am not requesting site-specific sensitive details, names of individuals, dutyholder-sensitive security information, or operational security procedures. National-level, dutyholder-anonymised, site-anonymised or small-cell-suppressed statistics would meet this request.
Please treat this as a request for aggregate, non-identifying information. If detailed quarterly or site-level information is considered sensitive, please first consider disclosure at annual, national, group-level, or role-family level, with site names and small cells suppressed. The purpose is to understand aggregate workforce, security, SQEP or access constraints rather than any sensitive site/person-specific matter.
If you consider that any part of this request exceeds the cost limit or engages an exemption, please provide advice and assistance under section 16 of the FOIA and process any separable part of the request that can be answered within the limit.
If ONR does not hold processing-time or backlog statistics for personnel site access/CNSS approvals, please confirm this. If detailed statistics are sensitive, please provide annual aggregate counts of cases/issues/inspection findings in which personnel security, site access, SQEP availability or security-plan staffing was recorded as a cause or contributor to delay, non-compliance or regulatory attention, with site names suppressed if necessary.
