Information requested
I am writing to request copies of all enforcement notices and fire enforcement notices that have been issued in relation to the Hinkley Point C project, including any notices served on the licensee, contractors, or dutyholders.
Specifically, I would be grateful if you could provide copies of:
- All fire enforcement notices relating to fire safety shortfalls; and
- All other enforcement or civil enforcement notices issued by any regulator in connection with the Hinkley Point C construction site.
The purpose of this request is to review the findings, required actions, and lessons learned to support ongoing health, safety, and regulatory compliance efforts.
I understand that some information may be redacted where appropriate, and I am content to receive redacted documents if necessary.

We confirm that under section 1 of the FOIA, we hold some of the information you have requested. Please see below for a response to each of your requests.
Please note that information relating to individuals has been redacted from the enclosed documents as it constitutes personal data. The release of this type of information could identify an individual either directly or indirectly and has therefore been withheld under section 40(2) of the FOIA.
Fire enforcement notices relating to fire safety shortfalls
We confirm that we hold the information requested. Please see Table 1 in the appendix and the attached document.
Other enforcement or civil enforcement notices
In relation to enforcement or civil enforcement notices issued by regulators other than ONR, we do not hold the information requested.
In relation to notices issued by ONR, we confirm that we hold relevant information. In addition to the notices relating to fire safety shortfalls described in Table 1, one further notice is included in Table 2.

However, further information relating to these notices is withheld under section 31 (law enforcement) of the FOIA due to ongoing legal proceedings.

Public Interest Test
Section 31(1)(h) and 31(2)(a) – Law enforcement
Factors for release
- Use of the exemption provides no further information to the public and represents a limitation on openness and transparency;
- There is a general public interest in promoting accountability and maintaining trust in regulatory bodies; and
- There is public interest in scrutiny of nuclear industry activities and reassurance regarding safety.
Factors against release
- There is a strong public interest in protecting the ability of a public authority to enforce the law;
- Disclosure could prejudice ONR’s regulatory functions under relevant legislation; and
- Disclosure during ongoing legal proceedings could prejudice due process.
Conclusion
Based on the above factors, the requested information is withheld under section 31(1)(h) and section 31(2)(a) of the FOIA, as the public interest favours non-disclosure.
