Comprehensive changes made to nuclear licensing regime guidance

The Office for Nuclear Regulation (ONR) has published the seventh revision of Licensing Nuclear Installations - the authoritative reference on the nuclear licensing regime. 

This is the most comprehensive update to the guidance in the last five years, setting out the requirements and processes for the licensing of new and advanced reactor sites, through the relicensing of existing facilities, to the final delicensing of sites following decommissioning and clean-up.

It is used by ONR inspectors and external stakeholders alike, including current and prospective licensees, as the primary reference point for navigating the licensing process. 

The nuclear landscape has changed considerably since the last revision of the document in 2021 so this latest revision introduces a new structure and significant new content. 

It includes expanded guidance on the early engagement process for nuclear new build projects and updated coverage of recent developments in nuclear siting policy.

Key additions and updates in the new version include the:

“This updated guide provides comprehensive and up-to-date information on the licensing process and the key factors that inform our assessment of licence applications. 

“It takes account of the latest government policy positions and the recommendations from the Nuclear Regulatory Taskforce and is intended to ensure the licencing process remains accessible, supportive and fully fit for purpose.”

ONR encourages all relevant stakeholders to engage with the new document.
