ONR Corporate Plan 2025/26 published

The Office for Nuclear Regulation (ONR) has today published its Corporate Plan for 2025/26.

The plan was laid in Parliament by the Department for Work and Pensions – ONR’s government sponsorship body - as a legal requirement of the Energy Act.

This Corporate Plan is the final annual plan to support delivery of ONR’s Strategy 2020-25. The plan shows how ONR has made considerable progress against its commitments to be an increasingly modern and transparent regulator, delivering trusted outcomes and value.

The plan outlines the important role ONR continues to play in supporting the UK government’s ambition for economic growth, energy security and the drive to net zero. 

It also highlights ONR’s strong focus on implementing effective regulation and influencing high standards of safety, security and safeguards across the nuclear industry.

The plan is clear that robust, effective and enabling regulation remains at ONR’s core and details its priorities for 2025/26. These are:

Priority 1 – Capacity and capability: Having the right people with the right skills in the right place to safely deliver UK nuclear ambitions now and in the future.

Priority 2 – Funding and charging: Improving our funding arrangements to ensure they are appropriate whilst implementing a simplified charging approach to provide the flexibility we need to invest in our future.

Priority 3 – Digital modernization: Making the best use of available technology, providing the best tools for the job and remain a modern regulator.

Priority 4 – Building external profile and influence: Carrying out targeted work to ensure our role and impact is well understood and valued, how we influence effectively to ensure the best outcomes for nuclear safety and growth, domestically and internationally.

Mark Foy, ONR’s Chief Executive and Chief Nuclear Inspector, said: “I’m pleased to announce that we have published our annual Corporate Plan for 2025/26. This is our sixth and final plan aligned to meeting the ambitions set out in our Strategy 2020-25.

“The priorities that the plan highlights recognise the dynamic environment we now operate in and the need for us to continually adapt in an increasingly fast-paced, changing world.

“The plan also outlines how we will continue to regulate in an enabling and agile way that supports cost-effective, efficient nuclear operations while ensuring nuclear safety and the protection of workers and the public remains our priority.”
