BYLOR JV complies with two enforcement notices for fire safety shortfalls at Hinkley Point C

The Office for Nuclear Regulation (ONR) can confirm that contractors Bouygues Travaux Publics SAS and Laing O’Rourke Construction Limited, who are the joint venture partners in BYLOR JV, have complied with two enforcement notices served on them for shortfalls in fire safety at the Hinkley Point C construction site.

Pre-planned inspections during three days in November 2023 at the Unit 1 HR Building on the Somerset site led to ONR identifying the breaches and issuing four notices. The enforcement notices required improvements to be made to address the shortfalls in compliance and prevent reoccurrence.

A further two enforcement notices were served at this time on licensee NNB Generation Company (HPC) Ltd and contractor REEL UK.

The enforcement notice served on NNB Generation Company (HPC) Ltd has been extended to 31 July 2024 and the notice served on REEL UK has been extended to 31 August 2024. Since the notices were issued, ONR inspections at the site have noted improvements and progress made towards compliance.

The enforcement action relates to contraventions under the requirements of Article 22 of the Regulatory Reform (Fire Safety) Order 2005.
