Aim of inspection
The aim of this inspection was for ONR to gain confidence in the processes and governance associated with the identification, rectification and recording of issues during installation. In this context, installation issues may be manufacturing issues requiring resolution during installation or issues arising during installation.

Key findings, inspector's opinions and reasons for judgement made
This inspection focused on the NNB GenCo (HPC) processes and governance for the identification, rectification and recording of issues during installation.
The inspection included a review of management system arrangements supplied by NNB GenCo (HPC) in advance of and during the inspection, in addition to discussions with members of NNB GenCo (HPC) and their contractors, to provide confidence that:
- The resolution of installation issues is delivered in a controlled and timely manner.
- Arrangements exist within the management system for the resolution of installation issues.
- Robust and documented governance processes are in place for key decisions.
- Sufficient capacity and capability exists, and is being utilised effectively.
- Effective communications with Tier 1 Contractors and support organisations are occurring.
- Mechanisms are in place to ensure arrangements and resources are scalable.
An ONR team comprising Quality, Mechanical Engineering and Civil Engineering specialist inspectors carried out the inspection in person at the Hinkley Point C (HPC) site on 15 and 16 April 2026.
The inspection found areas of good practice and some minor areas for improvement.
Conclusion
Based on the evidence sampled, NNB GenCo (HPC) have demonstrated adequate processes and governance exist for the identification, rectification and recording of issues during installation. Therefore, a GREEN rating has been assigned to the inspection.
The minor areas for improvement identified during the inspection do not warrant a Level 4 Regulatory Issue and will be progressed through future interactions.
