Aim of inspection

The purpose of this inspection was to sample evidence of the adequacy of EDF Nuclear Generation Limited's (NGL's) Supply Chain Management arrangements (including quality management of operations and organisational capability) for work conducted at Heysham 2 to inform a regulatory judgement regarding the licensee’s compliance with LC 17 and LC36 and associated relevant good practice.

Key findings, inspector's opinions and reasons for judgement made

The purpose of this inspection was to sample evidence of the adequacy of EDF Nuclear Generation Limited's (NGL's) Supply Chain Management arrangements (including quality management of operations and organisational capability) for work conducted at Heysham 2 to inform a regulatory judgement regarding the licensee’s compliance with LC 17 and LC36 and associated relevant good practice.

The inspection sampled evidence from the Main Boiler Feed Pump (MBFP) cartridge rebuild and replacement and comprised of a review of relevant documentation supplied by Heysham 2 in advance of, and during the inspection, plus group discussions with members of the relevant team, and included;

  • The adequacy of arrangements for Supply Chain (including quality assurance requirements and quality control plans (with consideration of obsolescence, CFSI, quality release arrangements, receipt inspection and capability of contractors/suppliers).
  • The continuing adequacy of arrangements for maintaining suitable and sufficient quality control and assurance of maintenance/remedial work activities (including approval and adherence to quality control plans (Checks & acceptance), and evidence of intelligent customer capability/oversight in supervising and controlling work activities.
  • The continuing adequacy of arrangements for maintaining organisational capability (including controlling any changes) associated with the procurement of outsourced products and services.

I considered that EDF NGL were able to demonstrate that quality assurance arrangements and quality controls had been adequately defined and deployed and that competency of personnel was found to be adequately demonstrated where sampled.

In my opinion, EDF NGL demonstrated an appropriate level of Intelligent Customer capability for the project sampled, including the application of increased resource in accordance with risks and vulnerabilities associated the supplier, effective multi-disciplinary working, and appropriate technical challenge where warranted.

Conclusion

I concluded based upon my sample that supply chain quality management arrangements, including Intelligent Customer arrangements were adequately made and implemented.

I judged that adequate arrangements had been made and implemented in accordance with LC17 and LC36 requirements.

Overall I was satisfied that within the scope of my sample there are no significant shortfalls in the EDF NGL supply chain quality management arrangements, including Intelligent Customer arrangements against the requirements of Licence Condition 17 and 36. I have therefore rated the inspection ‘GREEN’ (no formal action required).
