Aim of inspection
The aim of the inspection was to observe the shift exercise “ECHO46”. The inspection was unplanned and examined the implementation of arrangements made under LC10 (Training). In addition, the site inspector also gathered intelligence of the shift team's emergency response capabilities.

Key findings, inspector's opinions and reasons for judgement made
This intervention involved an unplanned inspection of a station shift exercise undertaken principally against Licence Condition 10 (Training), with some relevant observations also made against Licence Condition 11 (5)(6) (Emergency Arrangements). From the evidence sampled, I judged that the station’s arrangements for delivering emergency training were adequate. However, there were areas identified by the internal regulator which require further training and I am content that these observations will be progressed by the station's internal regulator. In general, the shift exercise provided a training opportunity for the station's emergency response personnel, including developing role holders, to practise their duties in a realistic scenario, supported by effective coaching and integration of the emergency services across key response areas. I did identified areas requiring continued management attention, these matters have been raised with station's leadership team.
Conclusion
Based on the evidence sampled during this intervention, I consider that the station’s arrangements for delivering emergency training through shift exercises are adequate. However I identified a matter requiring continued management attention, namely compliance with clean-shaven requirements for Incident Response Team members who may be required to use respiratory protective equipment. I will monitor progress during future interventions and consider whether any further regulatory action is necessary. I have not assigned a rating to this intervention, given the station’s current enhanced regulatory attention and my view that a rating would not assist ongoing performance improvement activities at this time.
