Key findings, inspector's opinions and reasons for judgement made
Sellafield Limited demonstrated, in a Microsoft Teams meeting (remote inspection), a clear understanding of potential faults arising from package handling using the 60t crane and demonstrated the golden thread between the hazard identification, fault schedule, fault analysis, engineering schedule, design substantiation and inactive safety commissioning.
Specifically for the 60t crane, Sellafield Limited demonstrated good knowledge and traceability of the key hazards from dropped packages (consequences to individuals), the protection systems (in this case the over-raise protection), through to derivation of the tests in the Engineering Schedule and Inactive Safety Commissioning Schedule. Sellafield Limited also provided an overview of their governance arrangements for commissioning, showing governance steps through the flow of information and significant governance for key documents for example Radiological Safety Assessments or Design Justification Reports.
Sellafield Limited also provided an overview of the arrangements and approach to radioactive waste management, in particular the Conditions for Acceptance (CfA) process and associated waste records using the EPS3-WTR route for MSSS as an example as this is similar to the approach that will be implemented for MSSS at BEP and is currently in operation.
In summary, Sellafield Limited demonstrated compliance with the aspects of Licence Condition 21 sampled as part of this inspection, which will be referred to as evidence within the permissioning decision record towards hold point 615 (Inactive safety commissioning of the Box Encapsulation Plant).

Sellafield demonstrated compliance with the aspects of Licence Condition 21 sampled as part of this inspection, which will be referred to as evidence within the permissioning decision record supporting the release of hold point 615 (Inactive safety commissioning of BEP). A rating of green is appropriate for this inspection, noting only minor advice for consideration.
There are two actions placed on SL regarding minor shortfalls related to the SM designation and pfd target requirements of the over-raise protection system. After the meeting, it was decided to capture these actions via a level 4 regulatory issue (linked to this record) to capture and track the minor shortfalls.
