Aim of inspection
The purpose of this intervention was to gain assurance of the effectiveness of the licensee’s safety management system and the control and monitoring arrangements for the occupational health related risks present when fulfilling the role of Principal Contractor during the construction of HPC.
This intervention was delivered via site inspection and senior management and worker engagement and was intended to assess the adequacy of site measures to prevent or control health and safety risks to workers from substances hazardous to health (e.g. welding fume, silica dust, wood dust, fume from coatings / cleaning work etc.) from specific work activities.

Key findings, inspector's opinions and reasons for judgement made
From the areas that were sampled and observed during this inspection we are satisfied that NNB Generation Company (HPC) Ltd (NNB GenCo), BYLOR JV and MEH Alliance (MEH) are managing most occupational health and safety risks in line with relevant legislation and examples of good practice were observed. Inspections were undertaken in Bunker 6 (MEH), BYLOR's Joinery and Engineering Workshop and HL23 (BYLOR JV and MEH) areas. In general, hazards from fume and dust were adequately controlled. Some specific minor shortfalls were identified particularly in relation to grinding operations within Bunker 6, welding within the BYLOR Engineering Workshop, and work at height whilst undertaking welding operations in HL23.
Conclusion
At the time of my intervention, and from the information I have sampled, I am content that the licensee has adequate arrangements in place for control and monitoring of operations (occupational hygiene) that present a risk from exposure to substances hazardous to health at HPC. Where minor shortfalls have been identified these will be addressed through ONRs Regulatory Issue approach.
Overall, I consider that, in accordance with ONR guidance on the application of inspection ratings, a GREEN rating is appropriate for this inspection.
